| The most common questions asked by those that pay HOA dues are, "Why do we have to pay dues?" and "What is the money used for?" Although it may not seem necessary, there are many advantages of a community having an HOA. The primary concern for any homeowner is to protect the property value of their investment. An HOA is allowed to have rules and regulations (CC&Rs - Covenants, Conditions & Restrictions) that govern what homeowners can and cannot do with their property. With these regulations, the neighborhood is more uniform and visually more attractive. The HOA will often act as a third party for neighbor disputes, instead of having unpleasant arguments in the neighborhood. Issues are usually settled with the assistance of the Management Company and/or the Board of Directors. Dues are collected to pay for the routine yard maintenance and taxes of the communal areas. The Highlands has approximately 4 acres or communal area throughout the neighborhood. The contracted maintenance includes mowing, landscaping, lighting, irrigation, and other upkeep. Collected dues also pay for snow removal from the roadways. The developer is required by the county to carry liability bonds for those areas that are still in development phases. This includes the roadways in those areas. Until development phases are complete and approved by the county, the county will NOT provide snow removal or salt/sand when needed. Residential neighborhoods are also low priority for county snow removal and it often may be days before completed. Therefore, it is necessary for the HOA to contract snow removal for the neighborhood. Homeowners are still responsible for snow removal from driveways and sidewalks. Jamar Property Management is responsible for the financial administration of the HOA along with the administration (enforcement of CC&Rs) and maintenance of the common areas and elements of the Highlands. Jamar Properties will collect dues, maintain the financial reports and accounts, contract services, send notifications and mailings, work as a liaison between homeowner and developer, and respond to homeowner's needs directly or via the Board of Directors. Homeowner assessments are billed to homeowners annually. Assessment invoices are typically mailed during the month of December for the next assessment year. The current annual dues are $110.00. |
